Morris Tribunal Report
The final reports of the Morris Tribunal into allegations of corruption in the Donegal Division of the Garda Síochána will be published during October.
The reports were delivered to the Minister for Justice in September and must be published within fourteen days of delivery.
These reports deal with allegations of harassment of twelve people wrongly arrested in December, 1996 and the harrassment of employees of Mr Frank McBrearty following the garda inquiry into the death of Raphoe man Richie Barron. The final report deals with allegations of high level corruption.

Still no Breast Check Programme in Donegal
Killybegs Sinn Féin Councillor, Thomas Pringle, has criticised plans to extend the national breast-cancer screening programme to women over 47 before it has been implemented in Donegal where there is still no service, a full eight years after breast screening was started in most other Irish Counties.
He said the commissioning of an internal review by the National Cancer Screening Services to determine whether the lower age limit for women on the national Breast Check screening programme should be dropped from 55 to 47 was offensive to the women of the northwest where no breast check programme exists. The Councillor insisted that the free service should be made available to all women in the 55+ age group before the age limit is lowered.
'I am offended and angry that the government has still not made Breast Check available to the women of the north west. The Government has failed the women of Donegal.'

De Capo Concert
The Da Capo Concert Series, based in Inishowen, continues in the Fowler Hall, Tooban, Fahan, on Sunday October 19th at 7.30pm with a recital by the Violin/piano duo David O'Doherty (violin) and his wife Catherina Lemoni.
David lectures at the D.I.T. Conservatory of Music in Dublin, and shares his time between solo performances and giving chamber recitals throughout Europe, being a member of the Swiss Paderewski Piano Trio, the Byron String Quartet (France) and Reflecting Strings Harp Trio in Ireland.
His Greek wife Catherina has won many prizes on the European platform, and also lectures at the D.I.T. in Dublin. She performs internationally and is a co-founder of the Paderewski Piano Trio. She was a piano tutor at the first Encore Summer School in Tooban. Their programme covers the period between Tartini to the popular Greek composer Manos Hadjidakis.

EU Court highlights Sewage Problem in Letterkenny
The European Court of Justice has ruled that Ireland has failed to treat sewage properly at six locations around the country, including Letterkenny.
The European Commission took the case in 2004 after it found Ireland had continued to breach a 1991 directive to protect the environment from household and industrial waste water. The Government has accepted that in five of the areas it was in breach of EU law. The court ordered Ireland to pay costs but did not impose fines to allow the Government to comply with the ruling.

Letterkenny General Hospital
Letterkenny General Hospital may implement more cutbacks. The hospital said while measures had to be taken to stay within its budget of €112 million, the numbers of patients treated at the hospital continued to increase and it was overstepping its budget.
The Hospital Manager, Sean Murphy, said staff at the hospital had 'worked to deliver improvements in the range and quality of clinical services delivered at the hospital and it is now necessary to ensure these improvements are sustainable within the current challenging economic climate. It is our expectation that the coming 12 months will continue to see significant improvements in the delivery of healthcare within Donegal'.
However the Hospital came 39th out of 52 hospitals rated by the public in an online poll conducted by Irish Health.com in September, 2008.

Poor Recycling Record in Donegal
Donegal has one of the worst recycling records in Ireland with only 11% of household waste being recycled according to a report by the Local Governemnt Management Services Board. This figure compares with 56% in Longford and 52% in Galway City.

Border Searches on Lough Foyle
Senator Cecilia Keaveney has strongly voiced her displeasure about the introduction of vehicle searches on the Lough Foyle Ferry between Magilligan in Co. Derry and Greencastle in Co. Donegal.
The cross-border ferry began in 2002 and has since carried over a million passengers. Prior to the introduction of the searches the crossing took only 10 minutes and saved travellers a 78km road journey.
Senator Keaveney, who was instrumental in the commencement of the Foyle Ferry, is to bring the matter to the attention of the Irish and British Governments forthwith.

Ancient Souterrain found in Inishowen
An underground chamber which could date back thousands of years has been unearthed near Clonmany by a man digging in his garden.
This, previously unrecorded site, has at least three chambers. A quantity of bones were found in one chamber. The site has been reported to the Office of Public Works and an archaeologist is expected to examine the find.

Call for Killybegs Boycott of The Solitaire
Donegal Sinn Féin Councillor, Pádraig Mac Lochlainn, has called on the fishing community of Killybegs to boycott the controversial pipelaying vessel, the Solitaire, currently employed in the Corrib Gas debacle. The Solitaire returned to Killybegs recently after 'experiencing technical difficulties' while employed by Shell off the Mayo coast.
Cllr Mac Lochlainn made the call following the recent arrest of 3 fishermen in Broadhaven Bay who were arrested after their boats were boarded by the Irish Navy to facilitate the laying of pipe for the proposed Shell Corrib gas line.
Cllr Mac Lochlainn said: 'The arrest of fishermen attempting to protect their livelihoods is a disgrace. Much has been said about the jobs that will be created if the gas pipeline proceeds while local people who are already providing employment are subject to this harassment.'
'I would also call on the Green Party members of the Government, who were prominent in their support of the Rossport Five in 2005, to use their influence to bring an end to the heavy handed treatment of local protestors and to insist as they did prior to entering Cabinet on a full review of all aspects of the Corrib project.'

Massive Housing project granted Planning on Ancient Site
Letterkenny Town Council has granted planning permission for a developer to build 135 houses on an important archaeological site.
According to architect, Mr Brendan Gallagher, who is well known for his conservation work, the developer's plans will destroy an ancient Axis road:
'This road may be seven thousand years old or more. It is of primary importance in deciphering the significance of Stone Age monuments. My recommendations are that the whole of this site, including the roadway going through it along with the rest of the axis road, should be made a National Monument and a European Heritage Site'.
The Aughaninshin Conservation Group commissioned Mr Gallagher to compile a Conservation Report on the ruins and graveyard at Aughaninshin Abbey in November, 2007. He found evidence of standing stones and an Aschulean handaxe in the fields surrounding the Abbey.
Mr Gallagher told local media that 'to consider just carrying out excavations listing the artefacts found and then allowing a developer to proceed and obliterate the site with all its significance, would result in a serious loss to world culture, Irish culture and the ancient culture to Donegal. It would also deprive Letterkenny of the potential for creating a tourist facility that could be of enormous significance world-wide.'
Mr Gallagher has called on the State to purchase the site at Kiltoy as a matter of urgency.

Increase in Holiday Homes rejected
Following warnings from the Minister for the Environment, John Gormley, and extensive public objections, Donegal County Councillors have voted to reject a proposal to increase the numbers of holiday homes allowed in any given area by 50%.
The Minister warned Donegal councillors that he would use his powers if they approved the relaxation of planning restrictions in favour of builders.
Fianna Fáil and Fine Gael Councillors had proposed to include a 'small local builder policy' to allow developers to build more houses in rural areas.
County manager Michael McLoone said the Department of the Environment was concerned about the 'fairness and probity' of a policy that would involve transferring development rights to named individuals.
'It would set a clear-cut undesirable precedent for sporadic, unco-ordinated development in the countryside.'
Others opposed in the increase included tourism body Fáilte Ireland, Údarás na Gaeltachta and Donegal County Council's heritage officer, Mr Joseph Gallagher.
More than 330 public submissions were received by the Donegal County Council with 91% per cent being against the proposed increase in holiday homes in the County.

JJ Reid Retires from Politics
Tributes have been paid to long time Fine Gael Councillor JJ Reid who has retired after 41 years in politics in the Finn Valley. The Fine Gael Councillor, one of the longest serving councillors in Ireland, was admired by local people of all political hues. His grandson, Gareth Reid, was co-opted onto the Council.
